According to Ooedo Onsen Monogatari's official FAQ, guests with tattoos (including temporary stickers or body paint) cannot use the large public baths. However, tattoos small enough to be fully covered by two 10×14 cm cover stickers are allowed if you wear the dedicated stickers, which are sold at the front desk for 220 yen each (tax included).
